Cabinets first, since they fix the counter height and the run. Counters are templated once the cabinets are installed, the splash is cut to the finished counter, and flooring goes in early enough to run under the toe kick.

Usually. Luxury vinyl, rigid core and porcelain all work here. Solid hardwood is workable with a mat at the sink. Carpet is the one to leave out.

They have to agree, which is not the same thing. A busy slab wants a quiet splash. Approving them together beats approving them apart.
